摘要
日本战后经济增长过程中形成的独特的技术创新体系是建立在技术引进和技术追赶的发展背景之上的,其固有的一些特征为企业在获取与吸收国外先进技术成果的基础上实现技术能力的不断积累提供了制度上的保障,并推动了技术创新模式的不断演进。然而当这种技术创新体系赖以形成与发挥作用的基础逐渐消失,技术创新模式必须作出根本性的调整时,制度的转型则成为必然的发展趋势。20世纪90年代以来的日本正处在制度转型的重要时期。
Japanese technological innovation system forming in the process of its economic growth period after World War Ⅱ was founded on the background of technology import and technological catch - up. Its characteristics provided the institutional security for the enterprises＇ technological ability growth on the basis of enterprises absorbing international advanced technology. At same time the system drove the sustained evolvement of the technological innovation system. However, when internal fundaments of technological innovation and outside surroundings have changed, the model of technological innovation has to also adjust itself fundamentally, and the institutional transformation becomes the inevitable choice. And now, Japan has trapped in the important transformational period since 1990s.
