摘要
本文介绍了天水市1990年8月11日洪水泥石流和滑坡灾害,论述了椒树湾和泰山庙滑坡的特征和成因。根据滑坡位于人口密集区,又处于蠕动变形阶段的特点,迅速提出应急防灾减灾措施,应用系统工程理论给予实施,防止了滑坡发生灾变,避免了人员伤亡和巨大的经济损失,达到了防灾减灾的良好效果。同时提出了居民繁居区滑坡的长期防灾战略和近期防灾减灾对策。
In this paper, the flood, debris flow and landslide disasters in 11th of August, 1990 in Tianshui city are introduced. The Characteristics and the contributing factors of the landslides in Jiaoshuwan and Taishanmiao are expounded. According to the landslides which are located in the densely populated area and are still wriggling, the countermeasures for control and disaster prevention are advanced rapidly and carried out on the basis of the theory of System Engineering, So the casualty of persons and enormous economic losses have been avoided. Better effects for control and prevention have been achieved.
