摘要
公共管理包含传统公共管理(公共行政)和现代公共管理两个不同范式。其中,传统公共管理(公共行政)以效率原则为核心价值取向,现代公共管理则应该主要追求公平、正义等民主价值观。然而,在新管理主义大张旗鼓式的改革运动中,公共管理本应具备的规范性价值观缺失了。为此,必须考虑重建现代公共管理一系列规范性价值观。
Public management consists of traditional public management and modern public management. Traditional public management, which is called public administration, pursues efficiency, while modern public management regards justice and fairness as its main value. Due to the reform advocated by the new managementalism, public management loses its standard value. In view of this, we must think about reconstructing such values as participation, legitimacy and responsibility.
