摘要
随着高校办学自主权的扩大,高校办学层次和办学形式日益灵活、多样化。公办民助、民办公助、公办联合等联合办学模式也应运而生,对联办二级学院如何规范管理的问题迫在眉睫。联合办学的核心问题之一是产权归属和收益分配问题。资产管理和财务管理对于联合办学的各方,其现实性、重要性不言而喻。而对于代表全民所有制性质的公立高校,在联合办学的过程中如何确保国有资产的安全完整及保值增值又首当其冲。应从资产和财务规范管理问题入手,对公立高校联办二级学院管理问题作一番认真的探讨。
Property ownership and profit distribution is one of the crucial issues of standard administration of joint higher learning institutions. The reality and importance of property and finance management is selfevident to all the partners, while stateowned public higher learning institutions stand in the breach to ensure the security and whole of stateowned property.
