摘要
政府扶持中小企业发展的必要性是由中小企业在社会经济生活中的重要地位和其先天不足的特点决定的。重庆市中小企业面临的政策环境和内部条件不足,亟需政府强有力的政策扶持,即完善管理机构、融资体系和社会化服务体系,并切实减少中小企业的外部交易成本。
The essentiality that government support the small and medium sized enterprises is determinated by the significant status of the enterprises in social economic life and its limitations by nature According to the exchange cost theory, this paper expatiates the small and medium sized enterprises limitations, and analyzes its facing policy environments and inner limitations in Chongqing At last, in order to decrease their exchange cost, this paper puts forward a series of supporting policies,which consist of managing department,financing and social service system
