摘要
人工智能作为新一轮科技革命的核心驱动力,展现出重塑社会生产力的巨大潜能。然而,其产业发展正面临“非理性繁荣”的挑战,暴露出估值虚高、资本空转、基础过投及应用断层的泡沫化风险。从公共管理与风险治理视阈审视,风险生成逻辑对应了市场预期管理的失效、金融化对实体经济的挤出、关键基础设施建设的统筹缺位以及技术供给与公共需求的错配。究其本质,这是新兴技术产业在市场失灵与监管滞后双重作用下,在经济安全、区域发展、公共权力与社会伦理四个维度积累的系统性风险。对此,应当坚持总体国家安全观与以人为本的治理理念,从强化新型数字基础设施公共属性、引导资本服务实体价值创造、推动场景驱动的技术创新范式、构建以人为本的算法问责体系四个方面发力,推动人工智能产业实现高质量发展。
As the core driving force behind the new round of scientific and technological revolution,ar-tificial intelligence exhibits enormous potential to reshape social productivity.Nevertheless,its industrial de-velopment is currently confronted with the challenge of"irrational prosperity",manifesting bubble risks in-cluding overvaluation,idle capital circulation,excessive investment in infrastructure,and disconnections in application implementation.From the perspective of public administration and risk governance,the logic of risk formation corresponds to the ineffectiveness of market expectation management,the crowding-out effect of financialization on the real economy,the lack of overall coordination in the construction of critical infra-structure,and the mismatch between technological supply and public demand.In essence,these risks are systemic ones accumulated across four dimensions—economic security,regional development,public power,and social ethics—resulting from the dual impacts of market failure and regulatory lag in emerging technology industries.In response,we should adhere to the holistic concept of national security and the human-centric governance philosophy.Specifically,efforts should be focused on four key aspects:strengthening the public attribute of new-type digital infrastructure,guiding capital to serve the creation of real economic value,pro-moting a scenario-driven paradigm for technological innovation,and establishing a human-centric algorith-mic accountability system.These measures are intended to advance the high-quality development of the arti-ficial intelligence industry.
