摘要
基于区域利益协同视角,探究粮食产销区省际横向利益补偿机制的演进逻辑与优化路径,以破解主产区“粮财倒挂”与发展权益失衡的深层困境。研究发现,粮食准公共物品属性与耕地保护制度构成了主产区发展的制度性约束,“耕地占补平衡”异化及主销区价值链主导进一步加剧了区域利益失衡;现行补偿机制在价值衡量、权责配置与政策工具等方面存在系统性短板,难以有效调动主产区积极性。因此,建议通过构建涵盖经济、生态、社会价值的全口径核算体系,创新市场化利益传导与交易机制,完善法治化保障与协同治理体系,推动补偿机制从单一财政依赖向“区域协同造血”与法治化治理转型,为夯实国家粮食安全根基提供制度支撑。
The study finds that the quasi-public goods attribute of grains and the cultivated land protection system constitute institutional constraints on the development of major grain-producing areas,and the alienation of the"balance between cultivated land occupation and compensation"and the dominance of the value chain in major grain-consuming areas have further exacerbated regional interest imbalance.The current compensation mechanism has systemic shortcomings in areas such as value measurement,allocation of rights and responsibilities,and policy tools,making it difficult to effectively mobilize the enthusiasm of major grain-producing areas.Therefore,it is recommended to build a comprehensive accounting system covering economic,ecological,and social values,innovate market-oriented interest transmission and trading mechanisms,improve legal guarantees and collaborative governance systems,and promote the transformation of the compensation mechanism from single fiscal dependence to"regionally-coordinated development"and law-based governance,providing institutional support for consolidating the foundation of national food security.
