摘要
耕地占补平衡制度实施至今,在确保耕地红线和规范建设用地有序扩张方面取得较大的成效。但是,通过分析发现:第一,补充耕地面积占全部耕地面积的比值越大,粮食产量越低;第二,从占补面积进行分组讨论中发现,耕地占比平衡任务较轻的地方,粮食的产量受到的影响较小,耕地占补平衡任务比较重的地区,粮食产量受到明显的冲击。第三,在东部地区,耕地补充面积占比对粮食产量显著负向影响,但是在中、西部地区,耕地补充面积占比对粮食产量没有显著影响。
Since the implementation of the balance system of cultivated land occupation and compensation,great achievements have been made in ensuring the red line of cultivated land and standardizing the orderly expansion of construction land.However,through the analysis,we found that:first,the larger the proportion of supplementary cultivated land to the total cultivated land area,the lower the grain output;second,the smaller the proportion of supplementary cultivated land to the total cultivated land area,the smaller the impact on the grain output,and the heavier the proportion of cultivated land to the total cultivated land area,the greater the impact on the grain output.Third,in the eastern region,the proportion of arable land supplementary area has a significant negative impact on grain production,but in the central and Western regions,the proportion of arable land supplementary area has no significant impact on grain production.
