摘要
档案开放审核是一个系统性工程,对外涉及“收、管、用”各主要环节衔接,对内需要法规、人员、技术等各要素协作,以达成沟通、信任、共识。在档案开放审核馆内联动中,应用闭环思维理论模拟搭建闭环系统,将其从动议到结束全过程的需求和步骤细节嵌入其中,通过建立以档案开放审核工作为目标中心、多部门联动,以“事前智能提醒——事中监控预警——事后反馈改进”为特色的多层次闭环管理模式,能提升内部管理水平与协作效能,促进档案信息资源有效开放和有序利用的良性长远发展。
The archives opening review is a systematic project that involves the key stages of"collection,management,and utilization"in its external aspects,and requires the coordinated efforts of various elements such as regulations,personnel,and technology internally to achieve communication,trust,and consensus.By applying the theory of closed-loop thinking to the internal coordination of archives opening review,a comprehensive closed-loop system is simulated and established,embedding the entire process from initiation to completion,including the detailed requirements and steps.A multi-level closed-loop management model is established,centered on the work of archival opening review,with multi-department collaboration,and characterized by proactive intelligent alerts,real-time monitoring and early warnings and reactive feedback for improvement.This model can enhance the level of internal management and collaborative efficiency,and promote the positive and sustainable long-term development of archival information resources with effective opening and orderly utilization.
