摘要
当前,生成式人工智能的迅猛崛起正推动数字平台生态向“超平台化”快速演进。在此语境下,平台内容生产与服务供给的机制和权力结构正发生深刻重构。这一重构进程使得平台内容风险的表现形态愈发复杂,不仅包括技术性风险,更涵盖因技术链条延伸、权力再中心化、运营透明性弱化所引发的结构性风险,这也导致跨主体审计与责任追索困难、制度供给不足、权责利分配模糊等治理困境愈演愈烈。由此,本文立足韧性治理的思路,以动态适应复杂风险为核心导向,提出通过持续校准规则、对齐多主体责任链条、构建制度自我修复与持续学习机制的韧性建设方案,实现从被动应对技术性风险到主动适配复杂系统的治理升级,为完善超平台化语境下的平台内容治理体系提供有效路径。
At present,the rapid rise of generative artificial intelligence has accelerated the emergence of"hyperplatformization"within the digital platform ecosystem.In this context,the mechanisms and power structures governing platform content production and service provision are undergoing profound restructuring.This process has rendered platform content risks increasingly complex,encompassing not only technical risks but also structural risks arising from the extension of technological chains,the re-centralization of power,and declining operational transparency.These dynamics have intensified governance challenges,including difficulties in cross-actor auditing and accountability attribution,insufficient institutional provision,and blurred distributions of rights,responsibilities,and interests.In response,this article adopts a resilience governance perspective,taking dynamic adaptation to complex risks as its core orientation.It proposes a resilience-building framework that emphasizes the continuous recalibration of regulatory rules,the alignment of multi-actor responsibility chains,and the construction of institutional mechanisms for self-repair and continuous learning.Through this approach,governance can be upgraded from the passive management of technical risks to the proactive adaptation to complex systems,thereby offering a viable pathway for strengthening platform content governance in the context of hyper-platformization.
