摘要
技术变革是全球海洋治理演进的关键引擎,对全球海洋治理产生多维度、深层次影响。在第四次科技革命浪潮中,人工智能技术迅猛发展,正以底层技术变革的方式深度介入全球海洋治理领域。基于治理理论视角,人工智能既赋能治理主体能力提升,同时也助推非国家行为体参与,促进全球海洋治理体系结构的扁平化,增强治理机制的工具理性。然而,人工智能在海洋治理领域的运用,也会激化治理主体间竞争,加剧传统海洋治理客体的复杂性,致使全球海洋治理机制中的工具理性挤压价值理性等挑战出现。中国应积极以人工智能赋能海洋治理能力建设,倡导海洋命运共同体理念,参与并引领人工智能在海洋实践中的规则构建,完善人工智能海洋应用的国内治理框架,驱动人工智能在全球海洋治理进程中发挥建设性作用,促进全球海洋治理体系向更加公平、合理、高效的方向发展。
Technological change serves as a key engine driving the evolution of global ocean governance,exerting multi-dimensional and profound impacts on the field.Amid the ongoing Fourth Scientific and Technological Revolution,artificial intelligence(AI)is advancing rapidly,embedding itself as a foundational technological force within the domain of global ocean governance.From the perspective of governance theory,AI not only empowers the capacity of governance actors but also facilitates the participation of non-state actors.This contributes to the flattening of the global ocean governance structure and strengthens the instrumental rationality of governance mechanisms.However,the application of AI in ocean governance also intensifies competition among governance actors,exacerbates the complexity of traditional governance objects,and gives rise to challenges such as instrumental rationality overshadowing value rationality within global ocean governance mechanisms.In response,China should actively leverage AI to enhance its ocean governance capacity,advocate for the vision of a maritime community with a shared future,participate in and take the lead in shaping AI-related rules in maritime practice,refine its domestic governance framework for AI applications in the ocean sector,and drive AI to play a constructive role in the process of global ocean governance.These efforts will promote the development of a more equitable,reasonable,and efficient global ocean governance system.
