摘要
评估是大国善治的基础性机制,第三方评估是其重要形式。评估并非纯粹的技术工具,而是在特定历史背景、制度环境与社会关系中共同建构的产物。在国家治理逻辑的动态演进下,第三方评估以不同的角色联结了国家与社会间的互动,呈现出从适配工具理性的技术性嵌入向建构治理共同体的互动界面的发展趋势和潜在效能。在此基础上,需要发展以国家治理协同导向逻辑为核心的第三方评估新功能,重新阐释第三方评估在国家治理中的角色定位与价值承载,以探寻第三方评估在回应复杂性治理、促进国家治理体系与治理能力现代化中新的功能表达和实现路径。
Evaluation is a foundational mechanism for good governance in large countries,and third-party evaluation is an important form of it.Evaluation should not be understood as a purely technical instrument;rather,it is a product jointly constructed within specific historical contexts,institutional environments,and social relationships.Amid the dynamic evolution of national governance logic,third-party evaluation connects interactions between the state and society through different roles,showing a trend of evolution and potential effectiveness from a technical embedding of tool rationality to an interactive platform that builds a governance community.On this basis,we propose developing new functions for third-party evaluation centered on the logic of collaborative state governance.This involves reinterpreting the role and value of third-party evaluation within state governance to explore its new significance and implementation pathways in responding to complex governance challenges and promoting the modernization of the national governance system and governance capacity.
