摘要
目的:了解上海市公立医院青年人才发展中存在的问题并提出解决对策。方法:对上海市6所公立医院94名青年医务工作人员进行问卷调查。结果:存在人才引进目标不明、引进渠道单一,缺乏人才培养规划、培养形式单一、培养方案同质,福利待遇不高、职业发展前景有限,人才配置不合理、激励机制不健全等问题。结论:构建“党建引领+团建赋能”的双向驱动战略,筑造阵地共建机制、资源共享机制、人才共育机制、统筹共商机制,并有效加强二者联动,有利于促进青年人才发展正向循环,赋能公立医院高质量发展。
Objective:To identify existing problems in youth talent development in public hospitals in Shanghai and to propose corresponding countermeasures.Methods:A questionnaire survey was conducted among 94 young medical staff members from six public hospitals in Shanghai.Results:The findings revealed issues including unclear objectives in talent recruitment and limited recruitment channels;lack of systematic talent development planning,homogeneous training forms and programs;relatively low welfare benefits and limited career development prospects;unreasonable talent allocation;and incomplete incentive mechanisms.Conclusion:Establishing a bidirectional driving strategy of“Party building leadership plus Youth League empowerment,”building mechanisms for joint platform construction,resource sharing,joint talent cultivation,and coordinated consultation,and strengthening the linkage between Party building and Youth League building are conducive to promoting a positive cycle of youth talent development and empowering high-quality development of public hospitals.
