摘要
生态安全缓冲区是江苏省推动生态环境质量稳中向好的重大创新举措之一,助力经济发展“高质量”和生态环境“高颜值”协同并进。为进一步完善政策,系统分析江苏省2021年-2024年生态安全缓冲区省级示范项目的建设模式,凝练建设思路与路径,总结典型案例的建设成效,通过实际调研,提出目前生态安全缓冲区建设模式存在局限性、长效管护不够完善、奖补标准有待优化、用地要素保障不足等问题。对此,结合生态保护修复领域的最新要求,从分类建设、运行管理、监测评估、用地保障四个方面提出对策,为江苏省生态安全缓冲区建设的发展提供指导性建议。
The ecological security buffer zone is one of the major innovation measures in Jiangsu Province to promote the stable and good quality of the ecological environment,and to help the“high quality”of economic development and the“high value”of the ecological environment to go hand in hand.In order to further improve the policy,systematically analyzes the construction model of the provincial demonstration project of the ecological security buffer zone in Jiangsu province from 2021 to 2024 to condenses the construction ideas and paths of the ecological security buffer zone,.The construction results of typical cases are summarized through actual research to puts forward the limitations of the current ecological security buffer zone construction model.It is concluded that the long-term management and protection are not perfect,the award and compensation standards need to be optimized,and the land use factor is not guaranteed.Combined with the latest requirements in the field of ecological protection and restoration,countermeasures are put forward from four aspects:classified construction,operation management,monitoring and evaluation,and land use guarantee,providing policy suggestions for the future development of ecological security buffer zone construction in Jiangsu Province.
