摘要
英国情报系统的运行与监督较为完备,在全球具有引领作用。从其历史上看,英国情报监督系统是受到冷战后社会高度复杂环境激扰而独立演化的系统,应需而生;从具体监督机制来看,国家安全情报本身不仅具有秘密性,更具媒介性,这使得情报监督侧重法律、协调运作。在既有研究的基础上,综合运用比较研究法、文本分析法,总结归纳冷战后英国国家安全情报监督系统在面临复杂地缘政治环境时的新发展、新问题以及探索问题成因。最后,融合系统论中环境对系统的“激扰”与总体国家安全观主张的系统观念和整体思维,从加强国家安全情报监督文化的培育,突出国家安全情报工作机构的立法监管,深化国家安全情报工作协调的监督创新体制机制建设,重视国家安全情报共享监督防御联盟的构建等核心维度进行具体路径建构。
The operation and supervision of the British intelligence system are relatively complete,and it plays a leading role globally.From its history,the British intelligence supervision system was an independently evolved system that emerged in response to the high complexity social environment after the Cold War;it was born out of necessity.From the perspective of specific supervision mechanisms,national security intelligence not only has secrecy feature but also has media characteristics,which makes intelligence supervision focus on law and coordinated operation.Based on current research,this paper comprehensively employs comparative research methods and text analysis methods to summarize and generalize the new developments,new problems,and causes of exploration of the British national security intelligence supervision system in the face of complex geopolitical environments after the Cold War.Finally,integrating the“stimulation”of the environment on the system in system theory and the system concepts and overall thinking advocated by the overall national security outlook,specific path construction is carried out from several core dimensions:strengthening the cultivation of national security intelligence supervision culture,highlighting the legislative supervision of national security intelligence work institutions,deepening the supervision innovation mechanism construction for the coordination of national security intelligence work,and emphasizing the construction of a supervision and defense alliance for national security intelligence sharing.
