摘要
在“双碳”战略目标驱动下,绿色生态城区已成为城市实现规模化绿色低碳转型的关键载体。旨在解读DG/TJ 08—2253—2024《绿色生态城区评价标准》中“经济活力”章节的修订内涵与理论贡献。通过对比分析与文本解读,系统剖析了该章节从旧版“产业与绿色经济”演变而来的框架重构逻辑,即整合形成“产业发展、绿色经济、人文活力”三大评价子维度。研究结果显示,新版标准在控制项强化了“双碳”目标与绿色发展的底线约束,在评分项优化了产业准入、集聚评价及绿色金融等引导路径,并提升了指标的可操作性;同时新增了碳普惠与数字经济等特色创新条文以鼓励前沿探索。此次修订实现了评价框架的系统化升级,前瞻性地衔接了国家战略,显著增强了标准的科学性与实践指导价值,为绿色生态城区建设提供了精准的行动指引。
Against the backdrop of the“Dual Carbon”strategic goals,green ecological urban areas have become a key vehicle for cities to achieve large-scale green and low-carbon transformation.This paper interprets the revised“Economic Vitality”chapter in DG/TJ 08—2253—2024 Assessment Standard for Green Ecological Urban Area,examining its implications and theoretical contributions.Through comparative analysis and textual interpretation,the paper systematically deconstructs the chapter's logical restructuring from the previous edition's“Industry and Green Economy”framework into three integrated sub-dimensions:industrial development,green economy,and social vitality.The updated standard strengthens the prerequisite items with baseline constraints aligned with“Dual Carbon”and green development goals.It optimizes scoring items by refining guiding pathways for industrial access,agglomeration evaluation,and green finance,while enhancing the practicality of the indicators.Innovative provisions such as carbon inclusive mechanisms and the digital economy are introduced to encourage frontier exploration.This revision thus achieves a systematic upgrade of the evaluation framework,proactively aligns with national strategies,and significantly enhances the standard's scientific and practical value,providing precise guidance for developing green ecological urban areas.
