摘要
“共建共享、全民健康”是建设健康中国的战略主题,构建覆盖城乡的医疗卫生服务体系是这一战略的应有之义。研究采用双重差分与倾向得分匹配法分析城乡医保统筹政策对居民健康状况的影响。研究结果表明:(1)该政策显著提升个体健康水平、缩小健康不平等程度并改善个体心理健康状况。(2)政策效果更倾向于改善医疗资源相对匮乏的农村地区及高龄人群的健康状况,但高收入群体的自评健康状况明显优于低收入群体,可能加剧社会的健康不平等。(3)政策促进了居民寻求医疗服务的意愿,降低了医疗消费支出。因此,政策应重点关注低收入群体的健康需求,优化医疗资源配置,提升医疗服务可及性,以缩小健康差距,实现全民健康。
The strategic theme of building a Healthy China is"co-construction and sharing,promoting public health",and constructing a medical and health service system that covers both urban and rural areas is an essential part of this strategy.This study used the double difference and propensity score matching method to analyze the impact of urban-rural medical insurance pooling on residents'health status.The research results indicate that(1)policies have significantly improved individual health levels,reduced health inequality,and improved individual mental health status.(2)The policy effect tends to improve rural areas where medical resources are relatively scarce and helps to improve the health status of the elderly population.However,in terms of income grouping,the self-rated health status of high-income groups is significantly better than that of low-income groups,which may exacerbate social health inequality.(3)The policy has promoted residents'willingness to seek medical services and reduced medical consumption expenditures.The research conclusion of the article highlights that policies should be more inclined to focus on the health needs of low-income groups and further reduce health inequality and achieve the goal of universal health by optimizing the allocation of medical resources and improving the accessibility of medical services.
