摘要
低空经济为克服乡村“地理空间属性”与“劳动资源衰减”引发的双重结构性硬约束创造了潜在的“空间修复”手段。对乡村振兴借力低空经济的内在逻辑与实现机制进行探讨表明:现有低空经济话语体系尚存在显著的“城市倾向”与“技术功能倾向”。受制于乡村物理半径与人力资本等客观约束,若将城市发展思路简单移植于乡村,将面临结构性错配。服务于乡村振兴的低空经济应是一种具有独特内在规定性的新质生产力形态,在技术选择、产业形态、公共属性与发展主体上有别于城市的经验做法。对制约乡村低空经济的监管规则错位、地方治理能力不足和市场机制难启动等系统性障碍,应以城乡融合的战略规划为引领,构建以公共服务为基石、以生产赋能为引擎的双体系发展路径,协同推进制度、治理与市场等多层面改革,构建适配乡村的差异化监管体系,提升地方政府的统筹规划与市场培育能力,通过有效干预激活发展乡村低空经济的市场内生动力。
The low-altitude economy offers a potential“spatial fix”to overcome the dual structural constraints of rural spatial dispersion and labor depletion.An analysis of the internal logic and implementation mechanisms reveals that the prevailing discourse is characterized by a significant“urban bias”and“technological functionalism”.Given constraints such as the spatial dispersion and limited human capital of rural areas,the simplistic transplantation of urban development models leads to a structural mismatch.Consequently,a low-altitude economy tailored for rural revitalization must be conceptualized as a form of“new quality productive forces”with unique characteristics-distinct from urban practices in technology selection,industrial forms,public attributes,and key stakeholders.To address systemic obstacles-such as regulatory misalignment,insufficient local governance,and market inertia-a strategy of urban-rural integration is essential.This requires constructing a dual-system development path anchored in public services and driven by productive empowerment.Furthermore,it calls for the coordinated advancement of institutional,governance,and market reforms;the establishment of a differentiated regulatory system adapted to rural contexts;and the enhancement of local government capabilities in comprehensive planning and market cultivation.Through effective intervention,the endogenous market dynamics for the rural low-altitude economy can be successfully activated.
