摘要
网络意识形态风险防控机制是国家安全体系的重要方面。借助Nvivo质性分析软件,以中央网信办等机构发布的84份相关法规文本作为分析对象,提炼出新时代网络意识形态风险防控机制的防控主体、防控客体、防控工具以及防控环境四个构成要素。其中,防控主体依据防控客体的具体类型选择合理的防控工具开展网络意识形态风险防控工作,而防控环境通过塑造外部条件,支持或约束防控工作的开展,四大要素相互依存、动态联动。通过探讨新时代网络意识形态风险防控机制的具体内容,以期为接续推动网络意识形态风险防控工作落实落细、科学优化机制建设提供了理论依据和有益参考。
The network ideological risk prevention and control mechanism is an important aspect of the national security system.Using Nvivo qualitative analysis software and analyzing 84 related policy documents issued by institutions such as the Cyberspace Administration of China,four constitutive elements of the network ideological risk prevention and control mechanism in the new era were identified:the controlling subjects,the controlled objects,the control tools,and the control environment.Among these,the controlling subjects select appropriate control tools based on the specific types of controlled objects to carry out network ideological risk prevention and control,while the control environment supports or restricts the implementation of control work by shaping external conditions.These four elements are interdependent and dynamically interconnected.By exploring the specific content of the network ideological risk prevention and control mechanism in the new era,this study aims to provide a theoretical basis and useful reference for promoting the further development of network ideological risk prevention and control work and for scientifically optimizing mechanism construction.
