摘要
乡村治理共同体是基于传统乡村血缘、地缘、业缘共同体场域所形成的公共价值与公共利益高度统一的命运共同体。伴随数字要素嵌入,新质生产力成为对新时代“乡村善治”议题的有力回应。新质生产力以创新科学技术、新质劳动力、要素优化配置实现乡村治理样态共建、主体共治、资源共享,为重塑乡村数字治理共同体提供契机与势能。然而,在重塑过程中面临城乡治理数字鸿沟扩大、新质治理主体结构松散、乡村治理价值导向偏离等现实困囿,阻滞新时代乡村治理共同体的形成。为消解实践偏差,应以技术共享建立城乡数字协同机制、主体内生优化乡村治理人才储备、需求精准聚焦以人为本的价值导向,由此构建以“人”为核心的乡村数字治理共同体。
The rural governance community is a community of destiny with highly unified public values and interests based on traditional rural blood,geography,and business relationships.With the integration of new digital elements,the innovative technology-led new quality productive forces are gradually transforming rural social production and lifestyle,reshaping the rural governance community as a powerful response to the issue of"good rural governance"in the new era.The new quality productive forces utilize innovative science and technology,a new quality labor force,and optimized allocation of resources to achieve co-construction of rural governance patterns,co-governance by subjects,and resource sharing.This provides opportunities and potential energy for reshaping the rural governance community.However,during this process of reshaping,it faces practical challenges such as the widening digital divide between urban and rural areas in terms of governance capabilities,loose structure among key actors involved in new quality governance initiatives,and deviation from value orientation in rural governance that hinder the formation of a modernized rural governance community.To address these deviations in practice,it is necessary to establish a digital coordination mechanism between urban and rural areas through technology sharing;optimize talent reserves for rural governance through endogenous subjects;accurately focus on people-oriented value orientations;build a people-centered digital governing community;thereby providing meaningful insights for exploring pathways towards modernizing Chinese agricultural administration.
