摘要
物联网、云计算、虚拟现实(VR)和区块链等数字元素的嵌入正逐步改变乡村社会的生产和生活方式,治理共同体建构是乡村治理现代化的重要面向。以信息网络为载体的数字技术形塑新的乡村公共秩序,但也面临着治理“碎片化”的难题,成为掣肘乡村治理效能发挥的重大障碍。采取个案考察的研究方法,以“中国大棚第一村”的数字乡村建设为研究对象,系统探究技术赋能背景下数字乡村治理共同体的生成机理和运作逻辑。研究发现:数字乡村治理共同体是数字社会发展中乡村治理体系优化、治理结构重组、治理能力提升和治理秩序重构的产物。数字乡村治理共同体的运作逻辑在于以社会网络融合深化共同体参与、以全要素生产率拉动共同体建设、以协调多方利益推进共同体发展。文章有助于深化“中国之治”话语体系的建构,推动乡村振兴战略的有效落地。
The embedding of digital elements such as Internet of things,cloud computing,virtual reality(VR)and blockchain is gradually changing the way of production and life in rural society.Digital technology based on information network forms new rural public order,but it also faces the problem of"Fragmentation"and becomes a major obstacle to the effectiveness of rural governance.Taking the construction of digital village of"the first village in China"as the research object,this paper systematically explores the generation mechanism and Operation Logic of digital village governance community under the background of technological empowerment.It is found that the community of digital rural governance is the product of the optimization of rural governance system,the reorganization of governance structure,the improvement of governance capacity and the reconstruction of governance order.The Operation Logic of digital rural governance community lies in deepening community participation through social network integration,total factor productivity community building and promoting community development by coordinating multiple interests.This paper is helpful to deepen the construction of the discourse system of"Rule of China"and promote the effective implementation of the rural revitalization strategy.
