摘要
在气候变化加速与城镇化提质增效的背景下,国土空间韧性提升面临智慧化转型的迫切需求。通过辨析国土空间韧性与智慧技术的内涵特征,从“表征整体性—揭示关联性—适应演化性”的角度,明确智慧技术驱动国土空间韧性提升的实现路径。建立基于智慧技术的韧性国土空间治理框架,包括在宏观尺度构建智慧统筹的安全格局,在中观尺度完善动态冗余的功能网络,在微观尺度优化关联适应的韧性要素,并从人本价值、治理逻辑和技术迭代的角度提出智慧技术在韧性领域的实践展望,以期为国土空间的智慧化韧性治理提供参考。
In the context of the accelerating climate change and the pursuit of high-quality urbanization,there is an urgent need for the intelligent transformation of enhancing the resilience of territorial space.Through a discussion on the conceptual connotations of territorial spatial resilience and smart technologies,and from the perspective of"representing holism-revealing connectivity-adapting to evolution",the pathways for enhancing territorial spatial resilience driven by smart technologies are identified.A governance framework for resilient territorial space supported by smart technologies is established,which includes:constructing a smartly coordinated security pattern at the macro-level;improving a dynamically redundant functional network at the meso-level;optimizing adaptively linked resilient elements at the micro-level.Future prospects for the application of smart technologies in resilience planning are proposed from the perspectives of human-centered values,governance logic,and technological iteration.
