摘要
在气候变化与多重风险叠加背景下,韧性城市建设已成为国土空间规划的重要议题,但现有韧性城市规划实践整体上延续“以物为本”的工程范式,以人为本的价值体现不足。围绕人本价值如何系统融入韧性城市规划的核心问题,梳理国内外韧性研究与政策实践中的转向趋势,诊断当前韧性规划体系存在的标准失衡、体验缺失、供需错位与治理单一等问题,借鉴国际实践中回应人本需求与社会脆弱性的韧性治理经验,从制度框架、规划内容、技术方法和实施运行4个维度,提出人本价值融入国土空间韧性规划的实践路径,以期为人民城市理念下的韧性城市规划提供参考。
Against the backdrop of climate change and multiple risks,the construction of resilient cities has emerged as a crucial issue in the field of territorial spatial planning.Existing research and practice in resilient urban planning have primarily concentrated on objects following the engineering paradigm,with an inadequate implementation of human-centered values.By focusing on the integration of human-centered values with resilient urban planning,the human-centered trends in resilience research and practice are examined and the deficiencies in the current resilience planning system are identified.These deficiencies include imbalanced technical standards,lack of experience,demand-supply mismatch,and singular governance.Drawing on international practices regarding human needs and social vulnerability governance,a practical approach for integrating human-centered values with territorial spatial resilient planning has been established.This approach encompasses the institutional framework,planning content,technical methodologies,and implementation mechanisms,aiming to offer references for resilient urban planning under the concept of cities of the people.
