摘要
加快建设教育强国需要一种全局性、长远性和创新性的教育战略规划。教育战略规划能够通过定位教育战略规划使命,明晰教育战略规划目标,遴选教育战略规划手段,聚焦教育战略规划效能,回答“教育要强什么样的国家”“教育强大的国家是什么样”“教育怎么样使国家强大”,以及“教育怎么样更好地强国”等重大问题。纵深推进教育强国建设,要借助教育战略规划把握国际与国内两大变局,建设中国特色、世界水平的教育强国;构建人与社会发展的新格局,全面提升教育服务高质量发展能力;搭建纵横衔接的教育新布局,纵深推进高质量教育体系建设;促进教育资源与能力的独特组合,激发教育改革创新的活力。
Accelerating the construction of educational power requires an overall,long-term and innovative educational strategic plan.Educational strategic planning can answer such important questions as"what kind of country should education aim to strengthen?","what kind of country with strong education looks like?","how education contributes to a nation's strength?","how education can better empower a country?".To further promote the construction of an educational power,we must grasp the two major changes at home and abroad with the help of educational strategic planning,and build an educational power with China characteristics and world level;Construct a new pattern of human and social development and enhance the ability of high-quality development of educational services;Build a new layout of education that connects vertically and horizontally,and further promote the construction of a high-quality education system;Promote the unique combination of educational resources and abilities,and stimulate the vitality of educational reform and innovation.
