This paper analyzes the current limitations and underlying causes in boosting domestic consumption across China.It proposes a framework for sustaining and effectively expanding consumption,which includes the initiative to establish a"National High-Level Experimental Zone for Social Security System Reform and Construction"in Guangdong Province.Furthermore,the paper outlines concrete countermeasures that integrate sound planning("designing the blueprint")with effective implementation("executing the plan")to facilitate this goal.
