摘要
当今世界的国家安全问题呈现高度复合化趋势,传统安全与非传统安全因素交织,多层级行为体频繁互动,传统以威胁为中心的安全观难以全面解释现实世界的复杂局面。通过引入“场域安全”这一关系导向的安全观,将国家安全理解为一个动态生成的过程。借助焦点—场域法,以行为体在具体关系结构中的相对位置为切入点,构建了以“左右—生存安全”“内外—发展安全”“前后—本体安全”“上下—承认安全”为核心的国家安全类型框架,强调安全问题的形成与应对本质上是一种在关系结构中的互动过程。随后,以中亚国家为案例,分析其在地缘变动与身份重构的多重压力下,如何应对不同类型的安全挑战。中亚国家在发展安全导向下强化国内治理与区域互联互通,同时通过身份塑造和参与多边机制提升其在国际体系中的存在感,呈现出一种多元而灵活的安全建构逻辑。
National security in the contemporary world exhibits a trend of high complexity,where traditional and non-traditional factors are deeply intertwined.Amid the frequent interactions of multi-layered actors,conventional threat-centered paradigms are increasingly insufficient to account for the intricate realities of the global landscape.This article introduces the concept of field security,a relationally-oriented approach that conceives security as a dynamic and evolving process.Employing the focus-field methodology,it constructs a typology of national security along four relational dimensions:survival security driven by external pressure,development security defined by the nexus of domestic and international factors,ontological security grounded in temporal continuity and historical narratives,and recognition security structured by hierarchical interactions.This framework posits that security challenges and their corresponding responses are inherently relational,emerging from continuous interactions rather than being predetermined by static conditions.Taking Central Asian states as a primary case study,the article examines how these states navigate multifaceted security challenges amidst the dual pressures of geopolitical shifts and identity reconstruction.The analysis reveals that these states prioritize development security by strengthening domestic governance and regional connectivity,while simultaneously bolstering their international standing through identity articulation and multilateral participation.Ultimately,the study highlights a pluralistic and adaptive logic of security construction in contemporary international politics.
