摘要
面对西方发展议程泛安全化政策带来的全球安全与全球发展治理困境,为建构公正、有效、可持续的发展-安全互动格局,在落实全球安全倡议和全球发展倡议的过程中,中国正通过发展赋能型安全的理念与实践,提供新型国际安全公共产品。发展赋能型安全是在指涉总体安全的系统性发展合作中,借由赋能机制,将知识、资源、技术、制度等发展要素转化为安全主体的安全自主性、安全能力、安全状态及安全机会,进而优化安全结构,实现发展与安全的可持续良性互动的过程。其中,赋能机制因投入发展要素的不同,可表现为四种形态,即积累式赋能、嵌入式赋能、迁移式赋能和协同式赋能。在赋能视角下,安全不再是发展的成本中心或分离性产出,而是与发展过程深度融合、相互塑造的动态共生体。发展赋能型安全植根于中国统筹发展和安全的理论与实践,为全球安全治理提供了区别于西方传统模式的中国方案,有助于破解泛安全化陷阱,构建一个更具包容性和前瞻性的安全理论框架,为构建新型全球发展-安全复合治理提供思路,为“全球南方”提供基于新发展的非依附性安全路径。
Facing the governance dilemmas in both global security and development caused by the West's tendency to over-securitize the development agenda,China is advancing a new type of international public goods in security by promoting the concept and practice of"development-empowering security."This effort aims to foster a more just,effective,and sustainable nexus between development and security as China implements the Global Security Initiative and the Global Development Initiative.Rooted in systematic development cooperation within the framework of comprehensive security,development-empowering security refers to a process that leverages empowerment mechanisms to convert development elements such as knowledge,resources,technology,and institutions into the security autonomy,capacity,status,and opportunities of security actors,enabling them to independently identify,manage,and respond to both internal and external risks,thereby optimizing the security structure and fostering a sustainable and virtuous interaction between development and security.Depending on the specific development elements invested,the empowerment mechanism manifests in four distinct modalities:accumulative,embedded,transfer-based,and synergetic empowerment.From this empowerment perspective,security is no longer a cost center or a separate byproduct of development,but a dynamic symbiotic entity that is intimately woven into and mutually constitutive of the development process.Grounded in China's theoretical and practical framework of"coordinating development and security,"development-empowering security provides a distinctive"Chinese solution"for global security governance that diverges from traditional Western models.It not only helps circumvent the trap of over-securitization but also construct a more inclusive and forward-looking security theoretical framework.Furthermore,it offers strategic insights for establishing a new type of integrated global security-development governance and charts a non-dependent security path for the Global South centered on the dividends of modern development.
