摘要
美国已经形成了覆盖全生命周期主要阶段的终身教育体系。其构建根植于终身教育思潮的理念引领、产业结构升级的驱动、教育公平的社会诉求和人口结构变迁的教育回应等,呈现出以制度保障与资金支持为双轮驱动、机构网络与专业组织协同进化、教学模式与教学内容的持续迭代为核心的实践特色。基于此,我国应着力构建法治化保障体系,夯实终身教育根基;健全多元资金筹措机制,强化全周期经费监管;创新协同机制,构建“1+N”推进模式;借力数字技术赋能,助推教学模式创新。
The United States has formed a lifelong education system covering the main stages of entire life cycle.Its construction is rooted in the ideological guidance of the lifelong education trend,the driving force of industrial structure upgrading,the social appeal of educational equity and the educational response to changes in population structure.It presents practical characteristics centered on the dual-wheel drive of institutional guarantee and financial support,the co-evolution of institutional network and professional organization,and the continuous iteration of teaching models and teaching contents.Based on this,China should focus on building a legal guarantee system to consolidate the foundation of lifelong education;improve the multi-channel fund-raising mechanism and strengthen the supervision of funds throughout the entire cycle;innovate the collaborative mechanism and build a“1+N”promotion model;leverage digital technology to empower and boost the innovation of teaching models.
