摘要
新质生产力是习近平总书记立足新一轮科技革命和产业变革、大国竞争加剧以及我国经济发展方式转型形成历史性交汇的背景下提出的标识性概念,是事关高质量发展与中国式现代化的时代命题。建设全国统一大市场是发展新质生产力的重要举措,能够通过促进技术革命性突破、生产要素创新性配置和产业深度转型升级为发展新质生产力提供强大支撑。当前,我国在建设全国统一大市场赋能新质生产力发展的过程中仍然面临诸多现实挑战:市场制度规则不统一限制了企业的科技创新活力,要素市场分割阻碍了生产要素的自由流动和优化配置,市场干预行为不当制约了产业高质量协同发展。为此,要通过强化市场基础制度规则统一、打造全国统一的要素市场、破除地方保护和区域壁垒来打通全国统一大市场赋能新质生产力发展的实践路径。
New quality productivity is an identifying concept put forward by General Secretary XI Jinping against the backdrop of the historic convergence of the new round of scientific and technological revolution and industrial transformation,intensified competition among major powers,and the transformation of China's economic development model.It constitutes an epochal proposition crucial to high-quality development and Chinese path to modernization.Building a unified national market is a crucial measure for developing new quality productivity.It can provide robust support for the development of new quality productivity by promoting revolutionary technological breakthroughs,enabling innovative allocation of production factors,and driving in-depth industrial transformation and upgrading.At present,China still faces many practical challenges in the process of building a unified national market to empower the development of new quality productivity.The lack of the unified basic institutional rules of the market has restricted the technological innovation vitality of enterprises.The segmentation of factor markets has hindered the free flow and optimal allocation of production factors.Improper market intervention has restricted the high-quality coordinated development of industries.To this end,it is necessary to open up a practical path for the national unified market to empower the development of new quality productivity by strengthening the unification of the basic institutional rules of the market,building a unified national factor market,and eliminating local protectionism and regional barriers.
