摘要
公共文化国际传播作为国家的重要战略,需要突破“话语权困境”“接受困境”等,参与专业性国际组织的治理为破解上述难题提供了路径。文章通过案例研究,梳理出中国图书馆界在国际图联(IFLA)中借助会员与竞选实现身份融入、依托议程设置增强协作互动、通过专业实践增强符号认同的三大治理路径。在此基础上,从强化知识储备、增强责任担当、参与议程设置、打造合作平台四个方面对中国参与公共文化领域专业性国际组织治理提出深化建议,为未来国际传播效能提升提供借鉴。
As a vital national strategy,the international communication of Chinese public culture must overcome challenges such as the conundrums of voice and reception.One possible solution is participating in the governance of professional international organizations.Through case studies,this article identifies three ways Chinese libraries can get involved in IFLA governance:achieving identity integration through membership and elections,promoting collaboration and interaction through agenda setting,and strengthening symbolic recognition through professional practices.The study recommends that China strengthen its participation in the governance of specialized international organizations in the public cultural sector by bolstering its knowledge reserves,enhancing its responsibility and accountability,engaging in agenda setting,and developing collaborative platforms.These insights could help China improve its effectiveness in future international communication.
