摘要
在全球气候危机加剧背景下,中国与中亚国家依托“一带一路”合作框架,积极构建新型区域气候合作模式。这一合作不仅具备多维度可行性与深远的战略意义,更有坚实的现实基础:共同面临的气候挑战构成了合作的内生动力,各自的主动作为为合作的推进提供了关键支撑,国际金融机构提供的资金与机制支持成为重要的外部保障。在价值层面,“一带一路”倡议为中国与中亚国家气候合作提供了关键指引与重要支撑,在此框架下开展的合作,既强化了区域气候治理效能,又促进了双方利益的深度融合,为中国—中亚命运共同体建设夯实了根基。面向未来,双方应聚焦制度协同、项目适配、技术创新和保障体系升级四大维度,协同推进联动机制构建、能源基础设施低碳转型和联合科研平台搭建,不断夯实合作的可持续基础,从而打造具有示范意义的区域气候治理新范式。
Against the backdrop of an intensifying global climate crisis,China and Central Asia are actively constructing a new model of regional climate cooperation within the framework of the Belt and Road cooperation.This collaboration not only possesses multidimensional feasibility and profound strategic significance but is also grounded in a solid practical foundation:shared climate challenges constitute the endogenous driving force for cooperation;the proactive efforts of each party provide critical support for advancing the collaboration;and the financial and institutional support offered by international financial institutions serves as a vital external safeguard.In terms of value,the Belt and Road Initiative provides key guidance and significant support for climate cooperation between China and Central Asia.Cooperation under this framework not only enhances the effectiveness of regional climate governance but also fosters the deep integration of mutual interests,thereby laying a solid foundation for building a China-Central Asia community of shared future.Looking ahead,both sides should focus on four key dimensions:institutional synergy,project alignment,technological innovation and upgrading the support system.They should synergistically advance the construction of coordinated mechanisms,promote low-carbon transitions in energy infrastructure,and establish joint scientific research platforms.These efforts will continuously consolidate the sustainable basis of cooperation,ultimately creating a new paradigm of regional climate governance with exemplary significance.
