基于博弈论组合赋权-加权TOPSIS法的HL公路桥综合效益后评价

Post-project evaluation of comprehensive benefits of HL highway bridge based on game theory combined-weighted TOPSIS method

摘要 对工程项目进行后评价能够提高项目管理的效率和成效,推动工程项目的可持续发展。基于此,以中俄黑龙江(简称HL)公路桥项目为例,利用多目标决策理论、融入ESG理念,从经济、社会、环境3个维度建立后评价指标体系,通过文献分析、专家咨询、实地调研及德尔菲法等方法进一步细分为18个方案层指标。采用连续有序加权平均算子法(COWA)和熵权法(EWM)分别计算评价指标的主客观权重,引入博弈论确定最优组合权重,结合TOPSIS理论,构建博弈论组合赋权-加权TOPSIS法的HL公路桥综合效益后评价模型。评价结果显示HL公路桥综合效益后评价等级为良好,并提出有针对性的建议。对比模型计算结果与项目实际运营情况可知,所构建模型取得的评价结果与项目实际产生效益状况相吻合,证实了建立的指标体系与评价模型的科学合理性,可为同类工程项目开展后评价提供了有效参考。 Post-project evaluation can enhance the efficiency and benefits of project management and promote the sustainable development of engineering projects.Based on this,this article uses the China-Russia Heilongjiang(HL)highway bridge project as an example,applying multi-objective decision-making theory combined ESG principles to establish a post-project evaluation index system from economic,social and environmental dimensions.This system is further refined into 18 scheme-level indicators through methods such as literature analysis,expert consultations,field surveys and the Delphi method.Using the continuous ordered weighted averaging(COWA)method and the entropy weight method(EWM)to calculate the subjective and objective weights of the evaluation indicators,game theory is introduced to determine the optimal combination of weights.Combined with TOPSIS theory,a game theory based combined weighting-augmented TOPSIS model for the comprehensive benefit evaluation of the HL highway bridge is constructed.The evaluation results indicate that the comprehensive benefit rating of the HL highway bridge is good,with targeted recommendations provided.A comparison of the model results with the actual operational status of the project shows that the evaluation results are consistent with the project's actual benefits,confirming the scientific and rational nature of the established index system and evaluation model.This provides an effective reference for post-project evaluation of similar engineering projects.
