重塑未来:美国新版K-12体育教育标准的关键革新与本土镜鉴

摘要 构建更为完善和符合中国特色的体育与健康课程标准体系,需合理借鉴和吸收国际先进经验。作为全球体育教育的引领者之一,美国颁发的2024版《国家体育教育标准》所呈现的新特征和新变化,为全球体育教育改革的推进提供了新视角和新路径。源于对国家政策与社会发展变迁的外部驱动、健康危机和体育教育功能的重新审视,以及教育公平和多元文化包容的现实诉求等方面的回应,美国2024版《国家体育教育标准》针对课程理念、目标体系和目标表达等方面进行了重要革新。这些革新呈现出凸显体育素养的旅程发展、强化学段贯通与进阶的整体设计、强调多元主体的协同治理、倡导科研实践的循证导向和重视支持机制的配套建设等显著特征,并为我国未来的体育与健康课程标准的修订和完善提供了镜鉴:1)完善课程理念,强化以“体育素养”为核心的育人主线;2)优化目标体系,设计以“学段贯通”为轴线的学习路径;3)改进修订过程,建立以“多元主体”为参与的协同治理;4)践行循证导向,凸显以“科研实践”为支撑的修订机制;5)加强支持举措,构建以“促标落地”为引领的实践转化。 To develop a more comprehensive Physical Education and Health curriculum standards system aligned with Chinese characteristics,it is essential to appropriately draw upon and integrate advanced international experiences.As one of the global leaders in physical education,the United States released the 2024 edition of the National Physical Education Standards,whose new features and reforms provide fresh perspectives and pathways for advancing global physical education reform.Driven by responses to national policy shifts and social development,ongoing public health crises,the reassessment of the functions of physical education,and growing demands for educational equity and multicultural inclusion,the 2024 U.S.standards introduce significant innovations in curriculum philosophy,goal frameworks,and goal articulation.These reforms are characterized by an explicit emphasis on the developmental journey of physical literacy,a strengthened stage‐based progression across grade spans,an enhanced model of collaborative governance involving multiple stakeholders,an evidence‐based orientation grounded in research and practice,and the systematic establishment of supporting mechanisms.Collectively,these features offer valuable insights for the future revision and improvement of China’s Physical Education and Health curriculum standards:1)refining curriculum philosophy by reinforcing physical literacy as the core educational principle;2)optimizing the goal system by designing learning pathways organized around coherent progression across grade spans;3)improving the revision process through collaborative governance with broad stakeholder participation;4)implementing an evidence‐based approach supported by research‐informed practice;and 5)strengthening supportive measures to facilitate the effective implementation and practical translation of standards.
