摘要
提升公共组织的运行效能,是当前进一步全面深化改革迫切需要解决的重大命题。本文立足于制度分析的视角,考察制度、组织与效能之间的逻辑关系,揭示制度作用于组织效能的内在机理;在此基础上,基于制度的不同维度构建制度分析框架,并运用这一框架,对中国应急管理组织效能进行经验考察。研究发现,在制度规范、制度结构、制度工具等不同制度维度的共同作用下,制度变量与组织效能之间呈现动态转化的关系。对于这种动态转化关系的研究既为制度优势转化为治理效能提供了路径参考,又为组织效能理论的研究提供了新视角。
The operational effectiveness improvement of public organizations has become a pressing issue in the context of deepening comprehensive reform.Based on the institutional analysis perspective,this paper examines the logical relationship among institutions,organizations,and effectiveness,revealing the internal mechanisms through which institutions factors influence organizational effectiveness.On this basis,an institutional analysis framework is constructed on different institutional dimensions,which is applied to conduct an empirical examination on the effectiveness of China’s emergency management organizations.Research has found that under the combined effect of different institutional dimensions,such as institutional norms,institutional structure,and institutional tools,there is a dynamic transformation relationship between institutional variables and organizational effectiveness.Analysis of this dynamic transformation relationship not only provides a pathway for transforming institutional advantages into governance effectiveness,but also offer a new analytical perspective for research on organizational effectiveness.
