摘要
我国高等职业教育评估政策历经框架构建、内涵深化、需求适应与标杆引领四个阶段的演进,呈现出以下趋势:评估目的由行政驱动转向内生改进,评估主体由政府主导向多元协同参与转变,评估内容由科学主义走向人文主义,评估方式从静态预见发展为动态生成。基于“价值-权力-技术”分析框架,政策变迁的治理逻辑表征为价值回归育人本位、权力走向多元共治、技术催化实践创新。未来的评估政策应超越问责导向,构建以“负责”为核心的伦理向度,推动高职教育治理的人本化、民主化与可持续发展。
The evaluation policies for higher vocational education in China have undergone four stages of evolution,namely framework construction,connotation deepening,demand adaptation,and benchmark leading.Evaluation policies present the following trends,i.e.,the purpose has shifted from administrative drive to internal improvement,the subject has changed from government dominance to multi-party collaborative participation,the content has moved from scientism to humanism,and the method has developed from static prediction to dynamic generation.Based on“value-powertechnology”framework,this paper finds that the governance logic of policy change is characterized by a return to the value of education,the shift towards multi-party governance,and practical innovation promoted by technology.Future evaluation policies should go beyond accountability orientation,build an ethical dimension centered on“responsibility”,and promote the governance of higher vocational education towards humanization,democratization,and sustainable development.
