摘要
在数字中国战略纵深推进背景下,地方数字政府建设作为国家治理现代化的核心载体,其层级梯度差异与效能优化成为亟待破解的理论与实践命题。本文立足敏捷治理、整体性治理等理论框架,以河南省为实证样本,综合运用DEA、熵权-TOPSIS法及问卷调查,系统探究地方数字政府建设的现实图景。研究发现,省级统筹、市级创新、县级落地的梯度特征显著,但存在制度协同梗阻、数据要素市场化滞后、技术应用场景适配性不足等结构性问题。基于此,构建涵盖基础设施集约化、数据资源管理等维度的指标体系,提出层级适配的制度规则体系、协同治理架构、需求导向场景设计及可持续实施机制,为完善地方数字政府建设的梯度赋能路径提供学理支撑与实践指引。
Against the backdrop of the deepening of the Digital China strategy,the construction of local digital governments,as the core carrier of national governance modernization,has become an urgent theoretical and practical proposition to be solved in terms of hierarchical gradient differences and efficiency optimization.This article is based on theoretical frameworks such as agile governance and holistic governance,using Henan Province as an empirical sample,and comprehensively applying DEA,entropy weight TOPSIS method,and questionnaire survey to systematically explore the reality of local digital government construction.Research has found that the gradient characteristics of provincial coordination,municipal innovation,and county-level implementation are significant,but there are structural problems such as institutional coordination obstruction,lagging marketization of data elements,and insufficient adaptability to technological application scenarios.Based on this,an indicator system covering dimensions such as infrastructure intensification and data resource management is constructed,and a hierarchical adaptive institutional rule system,collaborative governance architecture,demand-oriented scenario design,and sustainable implementation mechanism are proposed to provide theoretical support and practical guidance for improving the gradient empowerment path of local digital government construction.
