终身教育视域下区块链数字工匠学分体系研究

Research on the Credit System of Blockchain Digital Craftsmen from the Perspective of Lifelong Education

摘要 数字经济的蓬勃发展催生了兼具精湛技艺与理论素养的“数字工匠”群体,构建贯通职业教育与高等教育的终身学习立交桥成为紧迫需求。然而,传统学分互认机制存在标准不一、信任缺失、转换僵化等结构性难题。本研究立足于终身教育理论,旨在探讨区块链技术作为“信任机器”和“连接器”,在破解上述难题、构建新型学分互认体系中的赋能路径与制度设计。文章首先剖析了“数字工匠”培养与现有教育体系间的结构性矛盾,阐述了区块链技术(去中心化、不可篡改、可追溯、智能合约)与学分互认需求的内在契合性。进而,提出了一个涵盖“四层架构”的体系构建方案:以国家资历框架为标准层,提供能力等价基准;以基于联盟链的分布式学分银行系统为核心层,实现学习成果的安全存证、携带与智能匹配;以动态质量认证与多元动力机制为保障层;以学习者为中心的一站式服务平台为应用层。研究认为,该体系不仅能实现学分的可信、高效转换,更能推动教育评价范式从“学历本位”向“学习成果本位”转变,为高素质“数字工匠”的终身成长提供弹性、开放、可信的生态化支持。最后,本文从顶层设计、标准共建、法律保障与试点推进等方面提出了政策建议。 The vigorous development of the digital economy has given rise to a group of"digital craftsmen"who possess both exquisite skills and theoretical literacy.It has become an urgent need to build a lifelong learning overpass that connects vocational education and higher education.However,the traditional credit recognition mechanism has structural problems such as inconsistent standards,lack of trust,and rigid conversion.This study is based on the theory of lifelong education and aims to explore the enabling paths and institutional designs of blockchain technology as a"trust machine"and"connector"in solving the above-mentioned problems and building a new credit recognition system.The article first analyzes the structural contradiction between the cultivation of"digital craftsmen"and the existing education system,and elaborates on the intrinsic fit between blockchain technology(decentralization,immutability,traceability,and smart contracts)and the demand for credit recognition.Furthermore,a system construction plan covering a"four-layer architecture"was proposed:taking the national qualification framework as the standard layer,providing a benchmark for equivalent capabilities;Taking the distributed credit bank system based on the consortium chain as the core layer,the secure evidence storage,carrying and intelligent matching of learning achievements are realized.With dynamic quality certification and multiple dynamic mechanisms as the guarantee layer;The application layer is a one-stop service platform centered on learners.The research suggests that this system not only enables the trustworthy and efficient conversion of credits,but also promotes the transformation of the educational evaluation paradigm from a"degree-oriented"approach to a"learning outcome-oriented"one,providing flexible,open and trustworthy ecological support for the lifelong growth of high-quality"digital craftsmen".Finally,this article puts forward policy suggestions from aspects such as top-level design,standard co-construction,legal guarantee and pilot promotion.
