摘要
数据要素赋能新质生产力是以“技术-经济”深度融合为基本范式的系统性变革,现阶段已成为驱动经济高质量发展的核心动力。数据要素通过“增值与融合”赋能前沿科技创造性发展,通过“挖掘与分配”推动资源配置效能提升,通过“共享与互联”拓宽产业边界,通过“协同与整合”提升治理水平。此过程表明数据要素赋能新质生产力是一个非线性、多元化与动态化的过程,①战略重点在于构建统一的数据基础制度体系,明确产权、畅通流动、健全分配制度,为数据要素化改革奠定市场基础;②聚焦智能化制造、智慧金融与数字农业等关键领域,赋能数据要素变革与关键性实体经济耦合发展;③通过科学管理与系统治理的协同,确保数据发展在安全可控道路上行稳致远。此三者相互支撑,并在协作中同构了赋能新质生产力的战略重点。在具体实践中,要构建多元联动协同格局,形成利益共享、功能互补、目标一致的协同行动合力;创设有助于数据要素价值释放的制度与市场生态,以“有为政府”与“有效市场”深度融合激发创新活力;布局前沿数据基础设施与开发关键核心技术,突破关键环节“卡脖子”困境;培育跨界数字人才与提升全民数字素养,为全面建成社会主义现代化强国注入循环不息的数字动能。
The empowerment of new productive forces by data elements represents a systemic transformation based on the fundamental paradigm of deep integration between“technology and economy,”and has now become the core driving force for high-quality economic development.Data elements empower the creative development of cutting-edge technologies through“value addition and integration,”enhance the efficiency of resource allocation through“mining and distribution,”broaden industrial boundaries through“sharing and interconnection,”and improve governance levels through“coordination and integration.”This process demonstrates that the empowerment of new productive forces by data elements is a nonlinear,diversified,and dynamic process.①The primary strategic focus lies in building a unified data infrastructure system,clarifying property rights,facilitating smooth flow,and improving the distribution system,laying the market foundation for data elementalization reform.②It focuses on key areas such as intelligent manufacturing,smart finance,and digital agriculture,empowering the coupling development of data elemental transformation and key real economy sectors.③through the synergy of scientific management and systematic governance,it ensures that data development progresses steadily and sustainably on a safe and controllable path.These three aspects mutually support each other and,in collaboration,constitute the strategic priorities for empowering new productive forces.In specific practice,it is necessary to build a diversified and coordinated synergy pattern,forming a collaborative action force with shared interests,complementary functions,and consistent goals;create institutional and market ecosystems conducive to the release of data elemental value,stimulating innovation vitality through the deep integration of a“proactive government”and an“effective market”;deploy cutting-edge data infrastructure and develop key core technologies to break through the bottleneck in key links;cultivate cross-disciplinary digital talents and enhance the digital literacy of the entire population,injecting endless digital momentum into the comprehensive construction of a socialist modernization powerhouse.
