摘要
实景三维是现实世界的直观反映,具有立体化、真实化和实体化基本特征,与基层社会治理精细化服务管理需求契合度较高。基于实景三维建设成果,结合基层社会治理多要素信息特点,提出“以房定人、以房定物、以房定情”社会治理三维应用模型,设计社会治理三维数据库和三维数字应用平台基础架构,以济宁市某区为例,进行应用实践,实现了“平时”网格化带图管理和事务处理,“战时”城市突发公共事件联动指挥的应用效果。
3D real scene is a direct reflection of real world,with the basic characteristics of three-dimensional,real and entity,and has a high degree of compatibility with the fine management needs of grassroots social governance.Based on the achievements of 3D real scene construction,combined with the characteristics of multi-factor information in grassroots social governance,we proposed a 3D application model for social governance,based on the principle of“determining people,objects,and situations by housing”,and designed a 3D database and infrastructure for social governance.We carried out an application practice in a district of Jining City,Shandong Province,China,which could achieve the application effect of grid map management and transaction processing in"peacetime"and the linkage command of urban public emergencies in"wartime".
