摘要
本文聚焦中国新能源汽车出口欧盟所遭遇的海关监管政策与技术性贸易措施,评估其对我国产业链的多维影响,并提出针对性对策。首先,本文明确新能源汽车范畴,梳理2020—2024年我国对欧出口规模及结构变化;其次,重点解析《新电池法案》、碳边境调节机制(CBAM)及反补贴、反倾销措施的核心条款、实施节点与升级路径;再次,从行业、供应链和国家三个层面揭示出口成本激增、市场准入收紧、原材料风险加剧、国际规则话语权削弱等不利影响;最后,提出企业层面技术创新与全生命周期碳管理、供应链层面多元协同与本土化布局、国家层面制度完善与多边博弈等应对策略,以期为我国新能源汽车产业高质量出海提供决策参考。
Focusing on the Customs regulatory policies and technical trade measures encountered by China’s new energy vehicle(NEV)exports to the EU,this paper evaluates their multidimensional impacts on China’s industrial chain and proposes targeted countermeasures.First,this study defines the scope of the new energy vehicle(NEV)sector and reviews the scale and structural changes of China’s exports to Europe from 2020 to 2024.Second,it analyzes the key provisions,implementation timelines,and upgrade paths of the New Battery Act,the Carbon Border Adjustment Mechanism(CBAM),as well as anti-subsidy and anti-dumping measures.Third,at the industry,supply chain,and national levels,the study identifies adverse impacts such as rising export costs,tightened market access,intensified raw material risks,and weakened discourse power in international rules.Finally,it proposes response strategies at three levels:technological innovation and full life-cycle carbon management at the enterprise level,diversified collaboration and localized deployment at the supply chain level,and institutional improvement and multilateral negotiations at the national level.The findings aim to provide decision-making guidance for promoting the high-quality internationalization of China’s new energy vehicle industry.
