摘要
“做工作”是基层干部应对不合作行为的常见行动策略,是中国特色的治理性话语表达。区别于西方基层或地方治理中要么依法治理、要么社会自治的二分法,中国基层治理具有“第三种治理方式”,即独特的亚正式治理。“做工作”不仅仅是完成任务或执行命令的单向过程,它更是一种复杂的内含着协商与回应的说服过程。被说服者需承担的参与成本与基层干部所具备的说服能力是影响“做工作”有效性程度的两大核心维度。根据二者的强弱高低程度可以将“做工作”划分为软硬兼施型、顺水推舟型、例行交代型和无功而返型四种类型,其中,强说服能力和低参与成本组合的顺水推舟型是“做工作”行动的理想状态。进一步研究发现,有效的“做工作”具有双重行动逻辑:一是基于“组织-关系”考量以提高说服能力的内强逻辑,二是基于“利益-责任”权衡以降低参与成本的外控逻辑。阐释“做工作”和基层有效治理之间的内在关联,对于构建中国自主的知识体系具有重要意义。
“Doing work”(zuo gongzuo)is a common action strategy used by grassroots cadres to address non-cooperative behavior,and it is a distinctively Chinese governance discourse.Unlike the Western dichotomy of either rule by law or social autonomy in grassroots or local governance,Chinese grassroots governance possesses a“third mode of governance”,a unique form of semiformal governance.“Doing work”is not simply a one-way process of completing tasks or executing orders;it is a complex persuasive process involving deliberation and response.The participation cost of the persuaded and the persuasive ability of the grassroots cadres are the two core dimensions that affect the effectiveness of“doing work”.Based on the strength of these two factors,“doing work”can be divided into four types:a combination of hard and soft tactics,going with the flow,routine explanations,and fruitless efforts.The“going with the flow”type,which combines high persuasive ability with low participation cost,represents the ideal state of“doing work”.Further research has revealed that effective“doing work”has a dual logic:an internal strengthening logic based on“organizational-relationship”considerations to enhance persuasive ability,and an external control logic based on“interest-responsibility”trade-offs to reduce participation cost.Explaining the intrinsic connection between“doing work”and effective grassroots governance is of great significance for building China’s independent knowledge system.
