摘要
重大决策社会稳定评估作为防范化解社会风险、保障决策科学性的核心制度安排,在风险社会背景下其优化具有重要现实意义。立足风险社会视域,首先界定重大决策社会稳定评估机制的核心内涵,并从应对复合型风险、契合反思性现代化两个维度剖析机制优化的时代价值;其次系统梳理当前我国该机制在风险识别、评估主体、评估标准、技术支撑及责任追究方面存在的突出问题;最后提出构建全链条风险识别体系、完善多元协同评估网络、建立动态调整评估标准、引入智能监测技术工具、健全闭环责任追究机制等优化路径,旨在为提升重大决策质量、筑牢社会稳定防线提供有益的参考。
As a core institutional arrangement for preventing and resolving social risks and ensuring the science of decision—making,the social stability assessment of major decisions is of great practical significance to optimize in the context of risk society.Therefore,from the perspective of risk society,this paper defines the core connotation of the social stability assessment mechanism for major decisions,analyzes the era value of mechanism optimization from two dimensions,responding to compound risks and conforming to reflexive modernization,then systematically sorts out the prominent problems existing in the current mechanism of China in terms of risk identification,assessment subjects,assessment criteria,technical support and accountability,and puts forward targeted optimization paths,constructing a full—chain risk identification system,improving the multi—stakeholder collaborative assessment network,establishing dynamically adjustable assessment criteria,introducing intelligent monitoring technical tools,and improving the closed—loop accountability mechanism,so as to provide a useful reference for improving the quality of major decisions and building a solid defense line for social stability.
