摘要
儿童友好城市建设应为特殊儿童创造良好的生存发展环境。我国儿童友好城市建设正处于实践探索阶段,对特殊儿童需求的关照存在诸多现实问题,如无障碍空间建设薄弱、特殊儿童公共服务供给水平较低、福利体系亟需完善、特殊儿童社会参与有限等。基于国内外城市建设中特殊儿童关照的典型案例及经验,我国儿童友好城市建设在关照特殊儿童方面应进一步打造多元成长空间,提供量足质优的公共服务,健全公益普惠的福利体系,落实全面多维的儿童参与。
The construction of child⁃friendly cities aims to create a better survival and development environment for special children.At present,the construction of child⁃friendly cities in China is in the preliminary stage of exploration.And there are still practical difficulties in catering to the needs of special children,such as weak construction of barrier⁃free spaces,poor quality of public services,imperfect welfare systems,and limited social participation.Referring to the typical cases and experience of caring for special children in urban construction both at home and abroad,in the process of building a child⁃friendly city in China,special attention should be paid to creating diverse growth spaces,providing sufficient and high⁃quality public services,establishing a comprehensive and inclusive welfare system,and implementing full and multi⁃dimensional child participation.
