摘要
数字技术的开放性汇聚和链接开启了人们在虚拟空间社会化生活的新方式。在虚拟空间中,虚拟性和现实性相结合、平台权力聚合与数字主体高度自治相交错、开放目的性和社会牵连性相融合,这些特征共同塑造了数字虚拟空间交往的新生态。然而,用户数字隐私安全、平台集权、个人自主性受侵害、参与主体的不平等以及网络暴力等逐渐成为虚拟空间活动的主要溢出风险。因此,应坚持负责任创新这一基本的技术价值准则,为不同运行层面以及不同虚拟空间活动场景设定基础性价值引导和分类治理方案;政府和平台应协同共治并相互制衡以实现对数字权力的监管;要注重对技术手段的应用,以技术治理技术;还应当完善数字基础设施,提升民众数字素养,以此弥合数字鸿沟,为数字虚拟空间风险治理目标的实现及公正有序发展筑牢根基。
The openness,convergence,and connectivity of digital technologies have pioneered new modes of socialized living for people in the virtual sphere.Within this virtual realm,the integration of virtuality and reality,the interplay between concentrated platform power and a high degree of autonomy among digital subjects,and the combination of open-ended purposiveness and social interconnectedness have jointly shaped a new ecosystem of social interaction in the digital virtual sphere.Nevertheless,such issues as the security of users'digital privacy,platform centralization,infringements on individual autonomy,inequality among participating subjects,and cyberbullying have gradually emerged as the major spillover risks of activities in the virtual sphere.Therefore,we should uphold responsible innovation as the fundamental technical value principle,and formulate basic value guidelines and classified governance schemes for different operational levels and different scenarios of virtual space activities.Governments and platforms should engage in collaborative governance and mutual checks and balances to regulate digital power.We need to emphasize the application of technical means to achieve technology-based governance of technology.In addition,we should improve digital infrastructure and enhance public digital literacy,thereby bridging the digital divide and laying a solid foundation for the achievement of risk governance goals and the equitable and orderly development of the digital virtual sphere.
