摘要
省以下法院人财物省级统一管理改革是近年来我国推进司法去地方化的重要制度创新,对司法环境的改善具有深远影响。本文利用该改革自2014年起分省份分年度推进的准自然实验,基于2011—2023年沪深两市A股制造业上市公司的专利数据,考察司法改革对企业绿色技术创新的影响。采用双重差分法的识别结果表明,司法改革显著提高了企业的绿色技术创新水平。机制分析表明,司法改革主要通过两条渠道发挥影响:一是提升政府环境管制力度,二是提高地区金融发展水平和缓解企业融资约束。异质性分析表明,改革效应在大规模企业、重污染企业以及具有行政关联的企业中更为显著。本文揭示了基层司法体制改革在环境治理与绿色发展领域的制度性作用,为深化司法改革、强化环境治理与推动高质量发展提供了新的经验证据。
The provincial-level unified management reform of personnel,finance,and assets for courts below the provincial level represents a major institutional innovation in China’s recent efforts toward judicial de-localization and has profound implications for improving the judicial environment.Taking advantage of the staggered,province-by-province rollout of this reform since 2014 as a quasi-natural experiment,this paper examines its impact on firms’green technological innovation using patent data for A-share manufacturing firms listed on the Shanghai and Shenzhen stock exchanges from 2011 to 2023.The difference-in-differences estimation results show that the judicial reform significantly increases firms’green innovation.Mechanism analyses indicate that the reform operates mainly through two channels:strengthening local governments’environmental regulatory enforcement and improving regional financial development,thereby easing firms’financing constraints.Heterogeneity analyses further reveal that the reform’s effects are more pronounced among large firms,heavily polluting firms,and politically connected firms.Overall,this study highlights the institutional role of grassroots judicial reform in environmental governance and green development,providing new empirical evidence for deepening judicial reform,enhancing environmental regulation,and promoting high-quality development.
