摘要
区级生态文明建设是全国生态文明建设的关键环节,科学开展区级生态文明建设评价考核是转变基层政府执政观念、推进生态文明建设的重要保障。当前国内尚未形成统一的区级生态文明建设评价指标体系,评价指标与考核衔接不够,且缺乏应对上级生态文明建设评价考核的方法。基于此,研究梳理了国内生态文明研究进展,构建了以绿色低碳发展为目标导向的生态文明建设评价指标体系,提出了包括制度建设、前期布局、意识提升、过程跟进和结果应用等系统完整的生态文明建设评价考核闭环体系,以期为科学推进区级生态文明建设评价考核工作提供借鉴。
Ecological civilization construction at the district level is the key link of the national ecological civilization construction,scientific assessment and examination of ecological civilization construction at the district level is an important guarantee for transforming the governing concept of the grassroots government and promoting the construction of ecological civilization.Currently,China has not yet formed a unified district-level ecological civilization construction assessment index system,the connection between assessment index and examination is insufficient,and there is no method to deal with the higher level ecological civilization construction assessment and examination.Based on this,the research reviewed the progress of domestic ecological civilization research,constructed an assessment index system for ecological civilization construction with the goal of green and low-carbon development as its orientation,proposeda comprehensive and closed-loop system for ecological civilization construction assessment and examination,which specifically encompasses five core dimensions:institutional construction,preliminary layout,awareness enhancement,process supervision,and result application,in order to provide reference for scientific promoting the assessment and examination of ecological civilization constructionat the district level.
