摘要
自2015年正式启动以来,澜湄合作机制已历经十年发展。在政治安全、经济可持续发展和社会人文三大合作支柱的协同推动下,澜湄合作在制度构建与务实合作方面取得系统性进展。本文基于“利益—责任—规范”三维分析框架,阐释澜湄合作生成与演进的内在逻辑,指出其实质上是一个由六国协同推动的“责任共担、规范共建、利益共享”的复合进程。然而,当前澜湄合作的深化仍面临多重结构性制约,主要表现为利益结构的非对称性、责任共担机制的制度化水平不足,以及区域规范内化程度不足等问题。未来,应着力推动共同利益的整合,加强高阶制度设计,深化区域集体认同建设,全面提升澜湄合作在区域治理中的制度韧性、规范引领力和持续影响力,加快构建澜湄国家命运共同体。
Since its official launch in 2015,the Lancang-Mekong Cooperation(LMC)mechanism has undergone a decade of development,establishing itself as the first new-type sub-regional cooperation platform jointly initiated and constructed by the six riparian countries along the Lancang-Mekong River Basin.Driven by the synergistic advancement of its three pillars:political and security cooperation,sustainable economic development,and socio-cultural exchanges,the LMC has achieved systematic progress in both institutional construction and practical cooperation.Based on the three-dimensional analytical framework of“interests-responsibilities-norms”,this paper elucidates the internal logic underlying the emergence and evolution of the LMC,arguing that it essentially constitutes a composite process driven by interstate collaboration toward“shared responsibilities,co-constructed norms,and mutual benefits”.However,the further deepening of the LMC still faces multiple structural constraints,mainly manifested in the asymmetry of interest structures,the lack of institutionalization in responsibility-sharing mechanisms,and insufficient internalization of regional norms.Moving forward,efforts should focus on integrating common interests,strengthening high-level institutional design,and deepening the cultivation of a collective regional identity,thereby comprehensively enhancing the LMC's institutional resilience,normative leadership,and sustained influence in regional governance,and accelerating the building of a Lancang-Mekong community with a shared future.
