摘要
数字生产力是数字经济时代先进的生产力形态,是赋能城乡融合变革的关键驱动。城乡融合是既符合历史逻辑也符合现实逻辑的城乡关系状态,立足于全面推进乡村振兴和中国式现代化的新征程,厘清数字生产力对城乡融合发展的赋能作用是实现目标的内在要求。理论逻辑层面,阐述了数字生产力的理论演化,从生产力三要素视角对其进行解构,分析了数字生产力的劳动力、劳动资料和劳动对象对城乡融合发展的赋能作用。动力机制层面,从微观、中观和宏观三个维度对城乡融合发展进行解构,提出了数字生产力能够从微观层面的城乡要素融合、中观层面的城乡产业融合和宏观层面的城乡社会融合共同赋能城乡融合发展。具言之,微观有城乡劳动、土地、资本要素融合;中观有产业数字化、数字产业化;宏观有城乡经济社会、人文社会融合。实践进路层面,为统筹城乡数字基础设施建设,夯实城乡融合发展根基;建立健全数据要素流通机制,强化城乡数字技术供给;因地制宜布局数字生产力,激发产业融合澎湃动能;构建数字化治理体系,优化城乡融合政策环境。
Digital productivity represents an advanced form of productive forces in the era of the digital economy and serves as a key driver empowering the transformation of urban-rural integration.Urban-rural integration is a state of urban-rural relations that aligns with both historical and contemporary logic.Grounded in the new journey of comprehensively advancing rural revitalization and Chinese path to modernization,clarifying the empowering role of digital productivity in promoting urban-rural integrated development is an inherent requirement for achieving these goals.At the theoretical logic level,this study elucidates the theoretical evolution of digital productivity,deconstructs it from the perspective of the three elements of productive forces,and analyzes the empowering role of digital productivity’s labor force,means of labor,and objects of labor on urban-rural integrated development.At the level of dynamic mechanisms,urban-rural integrated development is deconstructed across micro,meso,and macro-dimensions,the article proposes that digital productivity empowers urban-rural integration by combining micro-level fusion of urban and rural factors,meso-level integration of urban and rural industries,and macro-level blending of urban and rural societies.Specifically,at the micro level,this involves the integration of labor,land,and capital factors between urban and rural areas;at the meso level,it encompasses industrial digitalization and digital industrialization;at the macro level,it includes the socio-economic and cultural integration between urban and rural areas.At the level of practical pathways,measures include coordinating the construction of urban-rural digital infrastructure to solidify the foundation for urban-rural integration;establishing and improving mechanisms for the circulation of data elements to enhance the supply of digital technologies in both urban and rural areas;deploying digital productivity according to local conditions to stimulate the dynamic momentum of industrial integration;and constructing a digital governance system to optimize the policy environment of urban-rural integration.
