欧盟航运碳计量体系制度分析及对我国的启示

摘要 在全球气候治理加速推进的背景下,航运业绿色低碳转型不断深入,碳计量与核查体系日益成为实现行业减排目标的关键支撑。本文系统梳理欧盟航运碳计量体系的制度架构与发展路径,重点分析其以碳排放交易体系(EU ETS)为核心的立法框架、计量技术体系及审查合规机制,并探讨该体系实施过程中的主要举措。在此基础上,结合中国该体系建设现状与存在问题,剖析欧盟航运碳计量体系对我国的多重影响。最后,提出应从完善市场机制、构建标准体系、推动技术攻关和参与国际规则制定等方面系统推进,为我国建立科学、规范、国际兼容的航运碳计量治理体系提供政策参考。 Against the backdrop of accelerating global climate governance,the green and low-carbon transition of the maritime sector has been steadily advancing,with carbon measurement and verification systems becoming a crucial foundation for achieving emission reduction targets.This paper systematically reviews the institutional architecture and development trajectory of the EU maritime carbon measurement system,focusing on its legislative framework centered on the EU Emissions Trading System(EU ETS),its metrological and technical system,and its audit and compliance mechanisms.It further examines the key measures undertaken during the implementation process.Based on an analysis of China’s current development status and existing gaps in maritime carbon measurement,the paper explores the multifaceted impacts of the EU system on China.Finally,it proposes policy recommendations to strengthen China’s response,emphasizing the need to improve market mechanisms,establish a unified standard system,promote technological innovation,and participate in international rule-making.These efforts aim to support the establishment of a scientific,standardized,and internationally compatible maritime carbon measurement and governance framework in China.
