摘要
为探究南疆典型灌区水资源可持续利用现状及其影响因素,选取第三师前进灌区、小海子灌区与喀什灌区作为研究区域,基于“驱动力-压力-状态-影响-响应”(DPSIR)模型构建了灌区水资源可持续利用评价指标体系,分别采用层次分析法与熵权法综合确定各评价指标权重,并通过TOPSIS模型对灌区各受益团场2013—2021年内水资源可持续利用状况进行了综合评价,结合障碍度模型识别影响可持续发展的障碍因子.结果表明:前进灌区中,45团、46团、48团以及叶城二牧场水资源可持续利用水平分别常年处于强可持续、弱可持续、基本可持续、较弱可持续利用状态.小海子灌区中,44团、49团与50团水资源可持续利用水平常年为较好可持续利用状态;51团、53团在2013—2016年水资源可持续利用水平状态较好,在2017—2021年降为基本可持续.喀什灌区中,41团水资源可持续利用水平基本常年处于弱可持续利用状态;42团、伽师总场水资源可持续利用水平常年处于基本可持续利用状态;红旗农场、东风农场与托云牧场水资源可持续利用水平最低.运用障碍度模型诊断出影响灌区各受益团场的障碍因子主要为地下水供水量、有效灌溉面积、第三产业占GDP比值、水土流失治理面积与节水灌溉面积.
To investigate the current status of water resources sustainable utilization and its influencing factors in typical irrigation districts in Southern Xinjiang,the Qianjin Irrigation District,Xiaohaizi Irrigation District and Kashi Irrigation District of the Third Division were selected as the research areas.Based on the″Driving-Pressure-State-Impact-Response″(DPSIR)model,an evaluation index system for water resources sustainable utilization in irrigation areas was established.The weights of each evaluation of the resource sustainable utilization status in beneficiary farms within the areas from 2013 to 2023 was performed using the TOPSIS model.Additionally,an obstacle degree model was employed to identify critical factors hindering sustainable development.The result indicates that in the Qianjin Irrigation District,the water resource sustatinability levels of the 45,46 and 48 Regiments and Yecheng Second Pasture,have been consistently in a state of relatively good sustainable utilization,respectively,over the years.In Xiaohaizi Irrigation District,the sustainable utilization level of water resources of 44,49 and 50 Regiments have been consistently in a state of relatively good sustainable utilization.Meanwhile,the 51 and 53 Regiments are in a better sustainable utilization level from 2013 to 2016,but reduced to a basic sustainable level from 2017 to 2021.In Kashi Irrigation District,the sustainable utilization level of water resources of 41 Regiments has been predominantly in the state of weak sustainable utilization all the year round.The sustainable utilization level of water resources of 42 Regiments and Gashi General Farm is in the state of basic sustainable utilization all the year round.The sustainable utilization level of water resources of Hongqi Farm,Dongfeng Farm and Toyun Ranch is the poorest.Using the obstacle degree model,the main obstacle factors affecting the beneficiary farms in the irrigation area are the amount of groundwater supply volume,the effective irrigation area,the ratio of the tertiary industry to the GDP,the area of soil and water erosion control,and the area of water-saving irrigation.
